A power take-off shaft turns at 540 or 1000 rpm with enough torque to be entirely indifferent to a human body. Entanglement is measured in fractions of a second and is typically fatal or amputating; there is no version of this event where a person reacts fast enough. The guard is the whole control, and it is a rotating shield that has to be free to turn and restrained from spinning with the shaft.
The steps ChatterFix schedules for this PM. Every step is a checkable item on the work order — a technician can speak their way through it without touching a keyboard.

Guards get damaged and removed rather than repaired, because the implement still works and the shield is in the way. Missing master shields at the tractor and implement ends are treated as normal. This is one of the most consistently fatal hazards in agriculture, and essentially all of it is preventable hardware that somebody took off.
Quarterly documented inspection and a visual check before every use. The rule is absolute rather than risk-assessed: no guard, no operation. An implement with a broken shield comes out of service until it is repaired.
