Surfacing compacts and displaces from the high-use zones under swings and slides until it is doing nothing. Hardware loosens, corrosion works from the inside of posts, and bleachers develop movement at the connections. Because the population is children, the consequence of a failure is disproportionate and the liability position after a documented-but-unrepaired finding is indefensible.
Quarterly documented inspection with frequent visual checks, and more often on high-use equipment. The rule that matters is remedial rather than temporal: anything failing comes out of service and is tagged immediately, not noted for the next budget cycle.
